What I did in my install:
1. Boot into 15.10 live system with toram boot argument
2. Switch to free.nchc.org.tw software source and disable CD APT source
3. install and switch to zh_TW locale, login & logout to make affect
4. Run installer, but choosed not to format target root filesystem (I reserved
the previous /home and /root in that filesystem)
