This is the kind of thing that is decided by the modem, where we have no
control. Certainly, I have not seen any phone where you can do either A
or B. When there is no signal for the manually selected provider, the
modem switches to other available networks.

If data in roaming is disabled, you should not incur in unexpected
costs.
