This is interesting, since the description of the package 
texlive-lang-czechslovak clearly states:
Pick this if you want Czech/Slovak fonts and other packages

This package includes the following CTAN packages:
 cs -- CM fonts extension for Czech/Slovak.
 cslatex -- LaTeX support for Czech/Slovak typesetting.
 csplain -- Plain TeX support for Czech/Slovak typesetting.
 bin-cslatex -- LaTeX support for Czech/Slovak typesetting.
 bin-csplain -- Plain TeX support for Czech/Slovak typesetting.
 bin-vlna -- Binaries for the Vlna program.
 hyphen-czechslovak -- Czechslovak scripts

(taken from Synaptic's description of package)

This program is actually needed on every platform you intend to typeset
Czech documents on. Prepositions (and certain connectives) connected to
words (e.g. "k Pavlovi") cannot be split - you cannot leave the
preposition "k" at the end of one line and continue the word to which it
connects (in this case "Pavlovi") on the next line - this is against
Czech typographical rules.

I think that given the description of the package, the program _should_
be present, so that's why I filed it as a bug. Especially considering
that after installation the manual page is present, but the program Vlna
itself not.
