Public bug reported:

Eduroam network connects correctly on the phone, but on restart, it does not
automatically connect. The network has to be "forgotten" and set up again
before it will connect.
To recreate
1. Connect to a WPA2 enterprise network
2. Restart the phone
3. Wait for reconnection
4. Attempt manual reconnection
5. Forget existing WPA2 enterprise network and setup again

Tested on Nexus 4 flashed with the latest rc-proposed
