Just a +1 for this feature. My preferred default phone state is to turn on calls and sms, but turn off all other radios (cell data, wifi, bluetooth, gps, etc). It'd be nice to be able to quickly turn cell data on for the few minutes at a time when I actually want it, then quickly turn it off again. I don't particularly want the phone doing anything online when I haven't requested it.
