(Read about installing) explains how to use add-apt-repository, that
indeed fetches the keys in a secure manner.
I guess the bug is that you want the:
add-apt-repository ppa:<name of ppa>
As a clear text command to be visible on that page?
In that case please open a bug against launchpad, rather than about add-
apt-key?
