Tried out some things ...

Problem is resulting due to the dual-standy configuration of the BQ as you 
explained. So its NOT a bug on the phone!
With my configuration to use Sim 2 for Data and Sim 1 for calling no calls can 
be received as long as Sim 2 is managing any traffic.

When using hotspot i have two devices connected (one Laptop and one
tablet). On both there are running some background services producing
traffic all the time (resulting in suspending Sim 1 for telephony all
the time).

When disconnecting the connected devices AND Aquarius go to black screen after 
less than 1 Minute i can receive calls normal (would estimate 10 sec after 
going to blank screen, but not measured exactly).
 
So, my description of necessary reboot to solve calling problems was not 
correct. It depends in this Sim-configuration only whether there is 
data-traffic going through Sim 2 or not.  Even after rebooting the phone, I am 
not reachable directly afterwards, because i.e. telegram produces some traffic 
(resulting in suspending Sim 1).
I think, this behaviour  is due to the "global" configuration of dual-Sim with 
the hardware capability and cannot be changed.  

When using only Sim 1 for data traffic and phone calls all went fine. I
can receive calls even data traffic is going on (with hotspot, or just
using the phones browser).

My workaround for my special configuration: Will reactivate an very old Nokia 
for telephony (I am calling it "vintage" phoning" ;-) and use my unlimited Data 
Sim in the Aquarius for using it as my personal mobile hot-spot.
