I am running kernel 4.3 on Ubuntu 14.04 and as soon as the system boots
up, kworker takes up around 70% of a thread and ksoftirqd takes 30%.
Disabling the responsible interrupt does not help at all, and cron jobs
made to stop the interrupts don't help either. The only solution is to
plug in a USB device in any port, even something like a wireless
receiver for a mouse.
