[needs-packaging] RSCT

Actually, RSCT is 4 packages depending on each others:
- devices.chrp.base.servicerm: the Service RM is a an RSCT resource manager 
that provides resource classes for IBM.ServiceFocalPoint and IBM.ServiceEvent.  
It provides the function to generate Service Events, detect them, filter them, 
modify and prune them.
- src: this provides a facility for managing daemons on a system.  It provides 
a standard command interface for defining, undefining, starting, stopping, 
querying status and controlling trace for daemons.
- rsct.core: this provides all the Resource Monitioring and Control (RMC) 
functionality and infrastructure needed to monitoring and manage one or more 
Linux systems. RMC provides a flexible and extensible system for monitoring 
numerous aspects of a system and allowing customized responses to events that 
are detected.
- rsct.core.util: it provides support functions for Monitoring and Control 
(RMC) functionality and infrastructure needed to monitoring and manage one or 
more Linux systems.

This is an IBM proprietary software that we want to purse adding at
Canonical partner archive. There are package specific and we want to
hear from you if this is acceptable, or, if we need to do something
different in order to make the partner archive.
