I'm not sure if this belongs to gnome-terminal, xorg or something else, but it's not as designed.
Look at my first attachment "White strange scrollbar". The scrollbars was changed in 15.10, but in 15.10 they worked. Look at the image, the area beside and above the scrollbar is white/grey when it should match the terminal color and transparcency.
