Public bug reported:
This package will replace the libpam-cgm which is currently shipped with the
cgmanager source. Since we have lxcfs providing writeable cgroup directories,
we do not need the overhead of going through cgmanager at login. This allows
us to drop the overhea dof cgmanager altogether on xenial systems.
