I found a hack to get this WiFi working on my machine, though is't not solved in general.
Starting with Ubuntu 15.10 install linux-image-4.4.0-040400-generic_4.4.0-040400.201601101930_amd64.deb linux-firmware_1.155_all.deb replace /lib/firmware/ath10k/QCA6174/hw3.0/board.bin with the file linked in comment 2 of https://bugzilla.kernel.org/show_bug.cgi?id=108791 The WiFi sees 2.4GHz and 5 GHz access points.
