I talked to juliank aboutn this, requesting for apt to maintain this data more itself (so that it wouldnt be out of date after 'apt-get update && apt-get dist-upgrade').
He pointed me at a debian apt feature request bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=809441 .
