In practice this line is not enforced clearly, and /usr as a separate partition may require an initramfs to mount it. I don't know the specific reason that iprconfig is placed in /sbin, but I would say that vpdupdate should invoke iprconfig using the default system search path, instead of hard coding a specific path to the command.
