Yes.  I tried removing ubuntu-minimal and installing it again and here's
what I got:

apt-get -V install ubuntu-minimal
Reading package lists... Done
Building dependency tree

   console-terminus (4.20-2)
   x11-common (7.0.22ubuntu9)

   console-terminus (4.20-2)
   ubuntu-minimal (1.24)
   x11-common (7.0.22ubuntu9)
   xkb-data (0.8-7ubuntu2)

Need to get 1317kB of archives.

It looks like xkeyboard-config fell off the list, but the others are
still there.
