Still not fixed as of 3 Feb 2016 and fresh install and latest updates in
Xubuntu 14.04.  Sessions are saved regardless of settings, or whether
user logout or action button logout is used.

Workaround hack I've used for *YEARS* on this issue is to disallow saves by 
chmod 500 .cache/sessions in various user directories.

This needs to be treated as a significant security issue, since it can
expose previous activity in guest and multi-user accounts.
