Sorry... I should have made myself much clearer. If you opt to have different headers for left and right pages, they are still supposed to have the same formatting as one another (for instance borders and spacing). If you make a change to the formatting, however, it is only applied to the left header, and the right header is left unthemed.
If you save the document, close it, and then reopen, the headers have the correct formatting, indicating that this is a bug in the code, be it with Ubuntu, or OpenOffice.org. Personally, I agree with you, formatting should not be a thing which is shared, but it is, and it is not working properly. I have attached two screenshots to demonstrate what I mean. The first is when I have just formatted the headers - it has two pages, and you can see that the second (right) header is unthemed. If there were another page, it would be correctly formatted (since it is considered to be a left header). The second screenshot is after I have saved, and reopened the document.
