In Ubuntu 15.10, when selecting the "Restart..." option from the
dropdown in the upper right corner of the screen, the window launched
has "Shut Down" selected by default. The user must navigate to the
"Restart" option to the left of "Shut Down".
It seems that if the user selects "Restart..." from the drop down, the
window that opens should have "Restart" selected rather than "Shut
Down". This allows the user to simply press 'Enter' to restart the
computer.
