Unity is a shell for launching and switching apps. There is no version
of Unity that “offers a tool for upgrades”. So I still have no idea what
this bug report is about.

Unity 7 and earlier run on systems where you use Software Updater to
install both updates and upgrades.

Unity 8 runs on systems where you use System Settings to install both
updates and upgrades. (That might change in future, but that’s the
current design.)
