python-scientific does not build because it is not compatible with the latest numPy (1.9), and will probably not be fixed before the Debian Import Freeze: https://bitbucket.org/khinsen/scientificpython/issues/13/numpy-19-has-dropped-support-for As you can see from that bug, python-scientific has been removed from most distributions (including Debian Testing). Python-scientific should probably be removed from Ubuntu Xenial (16.04) as well.
