Public bug reported:

I am using Ubuntu MATE 16.04 x64. I did a fresh install, but
nevertheless, lightdm seems to be unconfigured/broken. After every
attempt to install software using apt-get, the following error is being
displayed:

Setting up lightdm (1.17.5-0ubuntu2) ...
insserv: Service dbus has to be enabled to start service lightdm
insserv: exiting now!
update-rc.d: error: insserv rejected the script header
dpkg: error processing package lightdm (--configure):
subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 lightdm

The same error is shown when I enter "dpkg --configure lightdm".

"ubuntu-bug lightdm" reported that "/etc/lightdm/lightdm.conf" is
missing.
