If typing the command 'service cgmanager status | grep -i active' in the
terminal does not who a line containing "active (running)" then this
problem is caused by the control group manager not being installed or
configured correctly.  That manager is used by upstart to run apps in a
confined space (yes, even on the desktop).  There is a known problem in
which this software is not being installed or configured correctly.

If this problem is occurring for you, please issue the above command and
check the output.
