Went back and tried installation on top of completed install and the Erase process worked. I suspect that this particular incident occurred after a failed install. I had to hard boot out from under in progress installs running under virtualbox after losing control of Mouse Input and Window control. No matter what state the installation partition was left in, I would still expect the Erase Partition function to still work because the partition information should have been static. Hopefully the documentation loaded would indicate where the problem is.
