Please merge libvoikko 4.0.1-2 (main) from Debian unstable (main)

Explanation of the Ubuntu delta:

The only change is the Conflicts/Replaces/Provides of libvoikko1v5. Ubuntu 
went ahead and did a g++5 transition before Debian noticed it's not needed.

The Ubuntu specific change can be dropped after 16.04 LTS.
