Public bug reported:
Using lxd 0.20-0ubuntu4.1 on Wily, "man lxd-images" gives me a stub
manpage that says "LXD isn't running.". AFAICT, this is what shipped in
/usr/share/man/man1/lxd-images.1.gz. Expected: a real manpage.
