Sorry about this and thanks for filing the bug!
I am going to add unity-scopes-shell and unity8 to this bug because
smooth or jerky scrolling is not controlled by the scope itself.
Also, can you please get the following file (right after you see the
problem) and attach it to this bug:
/home/phablet/.cache/upstart/scope-registry.log
