We do test nested LXD, but we test it with a valid configuration, that is, with
security.nesting set to true.
In the other cases, we expect LXD to be installed but not usable, which should
include not being restarted on upgrade (since it's not running to begin with).
Looks like invoked-rc.d didn't get the memo and is attempting to restart
something that's not even running...
Will look into this after feature freeze.
