I am facing this issue on my 15.10 x64 install. I expected the bluetooth
and the WiFi indicators to exhibit the same behavior, i.e., grayed out
but visible when in the off/disabled state. However, the bluetooth icon
completely disappears and I have to reenable bluetooth from System
Settings > Hardware to get it back.

Is this by design or is it a bug?
