I've discussed this with design and it seems not 100% clear how to
proceed.

We don't think it is correct to change the label based on if we are playing 
music or not. 
The reason why is because, after pausing any music player, if the user starts a 
game or any other app that uses the multimedia role audio output the audio 
would go though the headphones if they are still plugged in, so changing the 
label would drive to confusion.

The current implementation is based on the output, not on an application
or if we are currently playing something or not.

I'm marking this as invalid, but if anyone thinks my comments are not
correct, please feel free to re-open
