I have this problem today on Feisty. At one point I changed my locale to
en_IE, somehow. Currently the locale command shows LANG=en_IE.UTF-8.
Language Support says Default Language: English (United States of
America) and English is checked in the list above, so there's nothing I
can change here. I've tried changing /etc/default/locale, which now
reads:

LANGUAGE="en_US:en"
LANG="en_US.UTF-8"

and also locale-gen en_US.UTF-8 as described on this page, and rebooted
afterward, but locale still reports en_IE and apps still show european
defaults. This system was upgraded from dapper.
