I can confirm that 15.10 does indeed come with ttf-indic-fonts. The fonts provided on Ubuntu 15.10 by default provides a suboptimal user experience for someone dealing with Indic content. These are VERY old fonts, and it is gross injustice to not include newer versions. The fix suggested seems simple enough, and I have no idea why this is taking years to be completed.
