Just found a fix for this ... In System Settings->Mouse & Touchpad, the Touchpad slider was set to off.
Moving the Touchpad slider to on fixed the problem. So this is NOT a linux kernel problem, but I think this must have been some sort of upgrade problem - maybe that slider is new and defaults to off - I don't know. Please triage appropriately - I think there is a bug in that maybe it defaulted/set the slider to off.
