This does not require design work: the Battery settings spec already
shows that it is not supposed to include a GPS switch at all.
<https://wiki.ubuntu.com/Power#Settings>

** No longer affects: ubuntu-ux

** Changed in: ubuntu-system-settings (Ubuntu)
       Status: Confirmed => Triaged

** Description changed:

  current build number: 190
  device name: krillin
  channel: ubuntu-touch/rc-proposed/bq-aquaris.en

  In system-settings it is currently possible to select an invalid
configuration:
  - In Battery: Disable GPS
  - In Security/Location: Select 'GPS Only'

  Which means location service won't work.

- Possible solutions:
- - Disable 'GPS only' or make it not selectable if GPS is disabled
- - Add a note in the label of this setting to indicate that GPS is disable and
location won't work + a link to the battery setting
+ The Battery settings should not contain a GPS switch.
