Public bug reported: See https://github.com/coreos/fleet/issues/1402 Tested fleet 0.11.5 deb package on both Ubuntu 16.04 and 15.10 and i experienced an issue with the "units structure" that causes the units (services) to be restarted periodically (every loop). Investigation by the fleet team suggest there might be an issue with the package (dependencies, etc)
