I've copied your bits of into to the upstream bug: https://mariadb.atlassian.net/browse/MDEV-9329 All builds on Debian are OK, so the problem is somehow related to the Launchpad environment. Maybe the -fPIE option is the difference? I have test builds at https://launchpad.net/~mysql-ubuntu/+archive/ubuntu/mariadb-10.0/+builds?build_text=&build_state=all but those don't include s390x, as I don't have permissions to enable that arch for the repository.
