I wonder if more could be done to make the installation of Suggests more
discoverable when this failure occurs.  I can understand not wanting to Depend
on a ton of things that many people won't need, but when the failure does
occur, it's not so easy to figure out how to fix the situation.  Maybe print
something to stderr?
