Sigh, I fear I was far too ahead of myself with this package sync request. It seems that php-monolog (which as a dependency on aws-sdk- for-php), has no mechanism to work with AWS SDK 3.x , and does runtime checks to prevent interacting with an uprev AWS SDK. That in turn means symfony can't build, as it needs php-monolog. Is there a process to request the downgrade? I have a version of the old aws-sdk-for-php building with php7.0 properly.
