Public bug reported:

Hi,

It seems the Kea DHCP servers are bought up before networking is set up
causing issues such as below.

For DHCPv6:

| Feb 27 20:32:41 lagertha kea-dhcp6[814]: 2016-02-27 20:32:41.538 WARN
[kea-dhcp6.dhcpsrv/814] DHCPSRV_OPEN_SOCKET_FAIL failed to open socket: the
interface enp1s0 is down or has no usable IPv6 addresses configured
| Feb 27 20:32:41 lagertha kea-dhcp6[814]: 2016-02-27 20:32:41.538 WARN
[kea-dhcp6.dhcpsrv/814] DHCPSRV_OPEN_SOCKET_FAIL failed to open socket: the
interface enp1s0.20 is down or has no usable IPv6 addresses configured
| Feb 27 20:32:41 lagertha kea-dhcp6[814]: 2016-02-27 20:32:41.538 WARN
[kea-dhcp6.dhcpsrv/814] DHCPSRV_NO_SOCKETS_OPEN no interface configured to
listen to DHCP traffic

For DHCPv4:

| Feb 27 20:32:42 lagertha kea-dhcp4[793]: 2016-02-27 20:32:42.835 WARN
[kea-dhcp4.dhcpsrv/793] DHCPSRV_OPEN_SOCKET_FAIL failed to open socket: the
interface enp1s0 is down or has no usable IPv4 addresses configured
| Feb 27 20:32:42 lagertha kea-dhcp4[793]: 2016-02-27 20:32:42.835 WARN
[kea-dhcp4.dhcpsrv/793] DHCPSRV_OPEN_SOCKET_FAIL failed to open socket: the
interface enp1s0.20 is down or has no usable IPv4 addresses configured
| Feb 27 20:32:42 lagertha kea-dhcp4[793]: 2016-02-27 20:32:42.835 WARN
[kea-dhcp4.dhcpsrv/793] DHCPSRV_NO_SOCKETS_OPEN no interface configured to
listen to DHCP traffic

I think the fix is to update the systemd .service files to ensure that
they are brought up after networking by adding 'After'. e.g:

DHCPv4:

[Unit]
Description=ISC KEA IPv4 DHCP daemon
After=network.target

** Affects: isc-kea (Ubuntu)
     Importance: Undecided
         Status: New
