It supports it but it does not close the old workers which can then
restart later if they are needed.

This is all great, but that means you get a lot of leftover nginx
processes and old processes which hog resources when you do it this way.

I am not going to change the existing implementation of upgrading - we
don't need extra processes left over hogging resources on upgrades.
