So it seems that the required extensions are reported by the driver, but they're not reported in chrome://gpu/. I'll report another bug for that.
I'm not sure what's going on with the current Oxide version (1.12) - I'm not doing any debugging on that. My trunk build of Oxide runs with accelerated compositing, but it's using a share group when it shouldn't be - I've reported bug 1552376 for that.
