Public bug reported:

Basically, compiz adds window decorations to google chrome, also in chromium, 
even if I told chrome to not use the "system borders"
A temporarly workaround is to re-enable from chrome (right click to the top) to 
use system decoration, and then deselect it again, but that until you 
maximize/demaximize it.

Or just add a compiz rule which avoids to decorate windows called
"google-chrome" but that will also remove decorations to popup windows
which does not have the builtin chrome "borders"

In other DE such as Xfce +xfwm this problem does not happen.
