This (in maas-region-controller.postrm) prevents dbconfig-common from
unregistring the file with ucf (so the fact that you see the ucf prompt
after purging and installing is at least caused by maas itself):

if [ -f /usr/share/dbconfig-common/dpkg/postrm ]; then
. /usr/share/dbconfig-common/dpkg/postrm.pgsql
dbc_go maas-region-controller $@
