Here's what I'm seeing in my testing (approx 3-4 instances per daily image):
On instances I deploy with images that are from a daily xenial image with a serial of 0223.1 or older, I'm seeing normal behavior after 1st reboot - instance comes back up quickly, I'm able to ssh in and all is well. For instances I deploy with images that are from a daily xenial image with a serial of 0226 or newer (through 0305), after 1st reboot I'm seeing it take 40+ minutes before the instance is back up (able to ssh into it).
