I encountered this problem today with nagvis 1:1.7.10+dfsg1-2 on Ubuntu
14.04.4 (server), where the package configuration was hanging and I had
to terminate with Ctrl+C.

I was able to resolve the issue by editing
/var/lib/dpkg/info/nagvis.postinst and adding the following line just
before the last (exit 0) line:

db_stop

I was then able to run 'dpkg --configure nagvis' and complete the
package setup.
