Steps to reproduce
1. Start a download in the browser
2. Cause the download to fail in some way (e.g. disrupt the network
connection)
Expected results:
Error should be reported in UDM error log and should show up in the
browser downloads page
Actual results:
Error is reported in UDM error log, but doesn't appear in the browser
