Public bug reported:
PYTHONPATH=/opt/graphite/webapp django-admin.py syncdb \
--noinput --no-initial-data --settings=graphite.settings
and similar command doesn't work anymore. To start webapp I had to run:
PYTHONPATH=/opt/graphite/webapp django-admin.py migrate
--settings=graphite.settings --run-syncdb
