This is not easy to reproduce, but:
Steps:
* Alt+F1
* up/down to select an app
* press Enter
Expected:
* the selected app gets launched/focused
Current (after it gets into a bad state):
* the selected app launches and "blinks" focus for a split second
* focus goes back to Scopes
Closing Scopes repeatedly and launching many apps gets the launcher into the
bad state after a while.
