Public bug reported:

STEPS:
1. Login to u1
2. Goto system-settings
3. Tap on updates
4. Ensure there are some updates
5. Goto bluetooth and connect a mouse
6. In updates now click on install and asap after click on pause

EXPECTED:
I expect the button to change to resume and the download stop

ACTUAL:
The button changes to resume and instantly switches back to pause and carries
on downloading the app.

Clicking on it a second time pauses as expected so it is only the
initial switch that is broken.
