Given that there will be no fglrx driver in 16.04
(https://tjaalton.wordpress.com/2016/03/11/no-catalystfglrx-video-
driver-in-ubuntu-16-04/) it would be good to let people upgrading to
16.04 know about this during the upgrade process rather than requiring
them to read the release notes.

ubuntu-release-upgrader already has functionality for this with
DistUpgradeQuirks and we can see one that was used before regarding
unity 3d.

A similar notification should be added for fglrx.
