This is strange: This bug affects systems originally booted in English, where Swedish was installed/set via the Lubuntu menu 'Preferences - Language Support'. This is the (only) way to do it when booting from grub, and a possible way to do it when booting from syslinux.
I put Swedish at the top of the list (of installed languages), applied system-wide, logged out and logged in again as the user lubuntu. -o- But when I set the Swedish language via the first menu of syslinux boot, it works to get English output via LANG=C; ubuntu-support-status --show-unsupported and the button 'Install/Remove Languages...'
